The Voice was one of the few reoccurring arch enemies of The Black Terror. A mysterious hooded figure who specialized in chemical warfare, but dabbled with other bizarre weaponry like a gun which shoots incapacitating bubbles, he also possessed a body which was (in his own words) "not made of flesh and blood" as a side effect from a gas he was exposed to during the second world war (although it is implied that he did not make the gas responsible for his condition). As a result, he was strong enough to overpower The Black Terror in a fair one-on-one fight (although he was easily beaten when taken by surprise).

As a result, he was strong enough to overpower The Black Terror in a fair one-on-one fight (although he was easily beaten when taken by surprise). He first encountered his arch enemy after testing his gas on several innocents living in the small town of Elkwater, Nevada. The mysterious murders resulting from these tests prompted one of the victim's neighbours to seek help from his old friend Bob Benton. When Bob and Tim investigated as The Black Terror and Kid Terror, they discovered that The Voice planned to murder the entire town so that he could build factories for manufacturing his weapons, with the eventual intention to conquer the entire United States of America. After being captured and nearly killed by The Voice's latest deadly gas, the Terrors eventually turn the tables on The Voice, ironically killing his entire gang with the very same gas they had intended for the Elkwood citizens. The Voice eluded death (the only one of his original gang to do so), but was quickly beaten and captured by The Black Terror. Later The Voice found his efforts foiled by the competing forces of his old enemies and Red Ann, a female vigilante seeking revenge against The Voice for murdering her lover Bart. Oddly enough, despite the Voice's defeat and capture at the end of their first encounter, the Black Terror is still unaware of his true identity at the beginning of the second, implying that The Voice actually escaped the authorities between stories before he could be unmasked. Eventually he was revealed to be Red Ann's best friend Trent and that he had killed Bart in the hopes he could pursue Ann romantically.
