Angel Brockman is a lieutenant with the Los Angeles Police Department's Internal Affairs Division. In 1993, Brockman investigated officer Bill Connors for allegedly trading heroin to prostitutes for sex. Connors committed suicide before the investigation closed, and Brockman later learned that his witnesses had fabricated the charges because Connors had tried to drive them out of his jurisdiction.
