This fostered a belief in her that nothing was permanent and that no one could really be relied on. (Star Trek: Shadowstar Station: "Heritage") As late as the 2270s, Starfleet felt that ingrained feelings about such implants would result in maladaptive public reaction if the fact that flag officers wore sensceiver implants was widely known.
