- After being defeated again, Dr. Wily learns of a top-secret government project that is creating an experimental time machine called the Time Skimmer in the Chronos Institute of Technology. He proceeds to steal it, and uses it to travel approximately 37,426 years in the future. There, he convinces his future counterpart to help him capture Mega Man's counterpart future counterpart, who at the time was turned back into a housekeeping robot. Then he reprograms Mega Man into Quint and gives him a robotic jackhammer, Sakugarne. Mega Man catches wind of his plan and goes after Wily, but is stopped by the last of his original batch of Wily Numbers (Metal Man, Air Man, Crash Man, Wood Man). Desarrollado por un equipo externo de la compañía japonesa Biox en 1991, al igual que su antecesor fue producido por Tokuro Fujiwara, sin contar con ningún miembro de la "familia Rockman" excepto Keiji Inafune que participó en el diseño de personajes, siendo el videojuego lanzado el 20 de Diciembre de 1991 para la Nintendo Game Boy; localizado en Occidente para Febrero de 1992. Mega Man II debido a su pobre diseño, a la fecha, es no sólo considerado como el "peor videojuego" de la serie de Game Boy, sino el "peor videojuego oficial de la Saga Clásica de Mega Man", siendo incluso detestado por el mismo Keiji Inafune.__TOC__
