The Council of Apostles was the ruling body of the Amarr Empire prior to the Moral Reforms. During the beginning, the Emperor was the head of the Apostles Council and all were equal at first. During the reign of Emperor Zaragram II, the Council was usurped by the Emperor who proclaimed himself the divine manifestation of God. After Zaragram's death, the Council tried to erase all history of him and for a short period became very powerful. However, this amount of power eventually led to the Moral Reforms.
