Thelia "Elvis" King is a computer technician with the Los Angeles Police Department, and an expert in the Community Resources Against Street Hoodlums system. LAPD detective Harry Bosch visited with King on 21 May 1992 during his investigation into the death of Billy Meadows. Using the Gang-Related Information Tracking system, she was able to help Bosch identify the incomplete but fresh graffito at the site where Meadows body was found as being the work of Sharkey, the moniker for Edward Niese. Her files included an arrest report for loitering in the vicinity of Mulholland Dam where Meadows' body was found. Her files also provided Bosch with a booking photo of Niese whom he recognized as the kid he had seen earlier in the day handcuffed to a bench in Wilcox station.
