The lower cap of fSTR is - Weapon Rank Exception: Rank 0 weapons have lower cap -1. The upper cap of fSTR is ( weapon rank+8). Example: Juggernaut is a rank 5 weapon (int(46/9) = 5). Therefore the possible fSTR value of Juggernaut ranges from -5 to 5+8=13.
