John Charles Horobin (1856 - 26 July 1902) was a college principal and Liberal Party politician. Born in Staffordshire, by 1885 he was living in Brixton in the Surrey suburbs of London. In that year he entered Emmanuel College, Cambridge, graduating BA in 1888 and MA in 1893. In 1890 he became principal of Homerton College, which trained school teachers. He was a member of the London School Board for six years, elected as one of the representatives for Hackney in 1891 and 1894.

In that year he entered Emmanuel College, Cambridge, graduating BA in 1888 and MA in 1893. In 1890 he became principal of Homerton College, which trained school teachers. He was a member of the London School Board for six years, elected as one of the representatives for Hackney in 1891 and 1894. By 1896 the Homerton area, which had been a genteel suburb when the college was established, had deteriorated as it began to be surrounded by industry and slum dwellings. A new site in Cambridge was acquired, and Horobin oversaw the move to the refounded "Homerton New College", effective from 1896. At the 1900 general election Horobin unsuccessfully sought election to the House of Commons as a Liberal Party candidate. He died in Cambridge in 1902, aged 47.
