Rachel Natalie Dowlearn (née Nowak; born October 17, 1968) is an American diplomat who served as United States ambassador to Isokyria from 2014 to 2017. She was nominated by President Barack Obama and confirmed by the United States Senate 100-0 in 2014. As ambassador, she represented the United States' in the U.S. Embassy in Hufo, where she resided during her tenure. She reiterated the US' position regarding Isokyria's policy on LGBT persons, urging progressive reform and increasing pressure on Isokyria to end its controversial "gay treatment" practices.

Dowlearn attended Yale University for four years where she earned her bachelor's degree in political science. In 2008, she joined Barack Obama's presidential campaign and upon his victory, was given a position at the U.S. Department of State as Assistant Inspector General, which she held for five years. Following Jackson Kern's retirement in 2014, Barack Obama nominated Dowlearn as his replacement as Ambassador to Isokyria. The Senate confirmed her by a vote of 98-0 and Dowlearn assumed her post on February 15, 2014. As ambassador, she represented the United States' in the U.S. Embassy in Hufo, where she resided during her tenure. She reiterated the US' position regarding Isokyria's policy on LGBT persons, urging progressive reform and increasing pressure on Isokyria to end its controversial "gay treatment" practices.
