The USRCV was led by Secretary General Mao Zedong, then Hua Guofeng took over in 1976, and served until his death in 2008, and was succeeded by Hsiao-Peng, who currently leads the nation. In 2006, US president John Kerry and USSR secretary general Vladimir Putin signed a treaty of non-aggression in case of a possible nuclear armaments race by the USRCV, in fear of a Third World War. The USRCV is holding an open arms race, based on heavily forced industrialization. This resulted in the country having a well-equipped war arsenal, while the majority of its population is suffering from poverty. The race is also prominent in the USRCV space program, which main goal is to challenge the US and USSR space programs. In 2012, Hsiao-Peng, who continued his predecessor's strict Maoist politics, heightened the heavy arms race, forcing the US and the USSR to make more efforts for avoiding an impending World War III. In society and culture, the USRCV continued and expanded Mao's program of the "Cultural Revolution". The only cultural texts allowed are those of heavy Maoist propaganda. Classical Chinese and Vietnamese culture, as well as religions such as Christianity and Buddhism were purged and gradually eliminated. USRCV writers, poets, filmmakers and artists must obey the doctrine of "social realism", and are under heavy state censorship. A notable example of an artists' harassment by the state was the execution of film director Zhang Yimou, which resulted in a world-wide scandal. The internet can only be used by the government, connection is banned in the country, with the exception of cultural homes and ministries, where people can gain access to a strictly selected number of propaganda pages. The USRCV is also known for their numerous political scandals, including the harassment of foreign diplomats and journalists. A well-known incident occurred in 1992, when two British journalists were killed after trying to sneak into forbidden areas to gain information.
