He lives with his wife Dorothy, and his children, Charles and Jessica at their house that is attached to Town Hall. He is found eating breakfast with his family in the dining room at the Town Hall early in the morning and is found in his office in the afternoon. Chuck attends the Spring Festival and the Christmas Party also takes place at his mansion. The mayor approves any application for citizenship for any residents wishing to move to Volcano Town. He reluctantly approves Life Grain's application for citizenship at the beginning of the game. Later, he also approves usage of the Battlebot at the Easter Ruins. He seems to respect Dr. Hope enough to give Life Grain a chance, although he doesn't believe that he will be able to make any sort of difference. He is of the belief that modern day auto farming is the way of the future. However, after Life Grain manages to save the Volcano Town residents from the volcano, Charles congratulates him on becoming a "real boy" and hails him as a hero. He rewards Life Grain with 10 containers of Earth Sand and gives him a certificate.
