His original purpose was to follow rivers and other bodies of water to forests, where he would then use his built-in flamethrower for controlled burns, for the betterment of the forests in question by stimulating growth and germination in certain species of trees. Zero saw the devastating potential in this, and went to him in an attempt to convert him for his growing Zero Hour Army.
