The Fleet Commander is a senior Royal Navy post, responsible for the operation, resourcing and training of the ships, submarines and aircraft, and personnel, of the Naval Service. They provides ships, submarines and aircraft ready for operations and is based at Navy Command Headquarters. The British Army equivalent is Commander Land Forces. There is no direct equivalent in the Royal Air Force as leadership of Headquarters Air Command is vested in the Chief of the Air Staff.

During the Battle of Endor, Gherant served aboard the Super Star Destroyer Executor as the Fleet Commander of the massive Imperial armada assigned to protect the second Death Star.

In the former case, it was to serve the agenda of Chief Kakuzawa. In this case, it was in the name of keeping quiet the Japanese government's prior involvement in supporting the Chief. The irritation of the Fleet Commander towards the vague and deceptive nature of his charges was probably not the last felt by a Japanese military officer in this conflict.
