Following months of negotiation with planetary leaders, Diol recommended to the Federation Council that Drema IV be made a Federation protectorate. At the same time, she cautioned the Council that, although the Dremans had offered their planet's rich dilithium resources as a part of their treaty, the Federation could not allow this wealth to overshadow Drema IV's other needs and considerations.
