A soldati in the Tattaglia Family. Rocky took his orders from caporegime Donnie Marinelli although he was often known to secure hookers for Tony Bianchi, who frequently visited Della Barca's racket. Known for his perusasive style, Rocky ran a gambling racket on the top floor of the Saint Martin Hotel. Despite the weakness of the Tattaglia Family, Rocky was known to run a tight ship that was well guarded by local hoodlums. However, in 1945, Rocky began to pay tribute to the Corleone Family instead after a forceful business deal. Della Barca was also part of a plot the following year to eliminate his former associate Tony Bianchi, which resulted in Bianchi's death at the hands of Aldo Trapani.
