Raj Dhupam was the Governor-General of New Englia and the former Mayor of New Indrala. He is also the third Buddhist Governor-General and the the second Governor-General to serve 4 consecutive terms in office. His administration was hit hard early on when his Chief of Staff Theresa Andres, resigned on July 21, 2922 amid allegations that she stole more than 29 million FRX from investors when she was the CEO at Cove Investments. Dupham later appointed her as the Secretary of Trade & Commerce even as she was still under investigation by authorities. Ultimately, she would not be indicted on the charges and remained as secretary. During Dhupam's four terms as Governor-General, he managed to fulfill a number of his campaign promises such as judicial reform.

During Dhupam's four terms as Governor-General, he managed to fulfill a number of his campaign promises such as judicial reform. Dhupam lobbied hard for reform and eventually won by signing the Federal Court Act into law which effectively ended the Chamber of Councillors as the high court and, replaced it with the Supreme Court of New Englia. In addition to that, it also reformed the New Englia Court of Appeals and added the New Englia District Court into the Federal Court System. Dhupam also succeeded at getting the ball rolling on immigration and education reform in New Englia. After leaving office, Dhupam and his family moved back to Al'Badara. A year later, Dhupam was diagnosed with brain cancer and remained bedridden for the remainder of his life. He died on August 13, 2960 at the age of 81. He is buried in Al'Badara.
