Arthur Cadogan West was a junior clerk at the Royal Arsenal in Woolwich. In 1895 he was found dead on the London Underground in possession of stolen top-secret submarine schematics. At the urging of his brother Mycroft, Sherlock Holmes investigated the circumstances of his death in "The Adventure of the Bruce-Partington Plans".
