It prevented infighting between members of the Sith Order by mandating that any Sith caught attacking each other would be forced to step in feces while barefoot as punishment. According to ancient Sith lore, Lord Binks picked up the idea during a particularly pointless visit to Tatooine. Needless to say, the policy didn't last very long after Lord Binks' eventual demise, as Sith would continue to struggle for powah centuries afterward...
