The Central Committee, composed roughly of one hundred members, is elected by the Party Congress every year, and serves as the Russian equivalent to a western parliament. From its number are elected the Politburo, which take care of the day-to-day business. Members of the Politburo, including the General Secretary, may be demoted by the central committee, and members of this committee may be demoted also by a majority vote of the Party Congress during an extraordinary session.

Delegates to the Party Congress are elected from regional committee, the members of which are chosen from lower committees, all the way to the local Cell. An oversight committee exists in the form of the Workers and Peasants Inspection. The Inspectorate is made up of non-party citizens.
