Noboru Sugimura (杉村升 Sugimura Noboru) (June 28, 1948 - February 24, 2005) is a writer for Toei, including their tokusatsu productions. In Sentai, he was the main writer of the franchise from 1992's Kyoryu Sentai Zyuranger through 1995's Chouriki Sentai Ohranger. He was also a writer in Kamen Rider and Metal Heroes, notably as the main writer for three Metal Hero series: Kidou Keiji Jiban, Tokkei Winspector and Tokkyu Shirei Solbrain. He was also a main writer on the Resident Evil franchise for Capcom.

In early 1997 this led him to Yoshiki Okamoto, a Capcom supervisor who was having problems with Resident Evil 2's script and needed a professional writer to proofread it. Finding it to be subpar, Sugimura decided to rewrite the entire script. Impressed, Okamoto formed the Flagship writing company with Sugimura to provide game scripts for other Capcom franchies. In 1999 Sugimura was assigned as head writer for Dino Crisis 2, later continuing his work in Dino Stalker and Dino Crisis 3. He retired from Capcom in late 2004 to pursue other ventures with Okamoto, dying a few months later from a heart condition.
