The scheme was approved in two phases, with the first phase being the two tower blocks on Brindley Drive, which were approved in 1966 and completed in 1968 by Bryant. These blocks have a total of 124 flats and are both 16 storeys tall. The tower blocks on Civic Close were approved in 1968 and completed in 1969 again by Bryant. These two tower blocks are 15 storeys in height, although appear identical to the Brindley Drive pair, and contain a total of 116 flats. From 2006 through to 2007, the tower blocks on the estate underwent an extensive refurbishment.

Civic Close receives its name from the plans by the council to redevelop the site into a major civic area with municipal building. The plans began with the construction of Baskerville House, however World War II meant the plans stalled and that the plans never recommenced following the end of the war.
