As the case of the Arbiter role and the equally questionable "Emperor's Hawk" position before it have shown, such roles are limited in scope, and often create more mischief than they set out to calm, with the Imperial Watch and the newly formed Imperial Cult remaining flexible enough to handle such things as or when they arise, within Human capacity. However, one might wonder if such rumors are evidence of an attempt to provide an alternative to the Northreach situation regarding Marked Mages...
