Jerrold Campbell was one of the United Rebel Front's premier naval officers, being one of a few who had actually had any prior service before joining the URF. Formerly a Lieutenant Commander in the UNSC Navy, Campbell defected in mid-2524, during Operation: TREBUCHET, after the commanding officer of the ship he was aboard, the UNSC Hyperion, ordered the destruction of several civilian transports fleeing from the embattled colony of Çatalhöyük, fearing that they might contain rebel forces escaping from the battle. Formerly a Lieutenant Commander in the UNSC Navy, Campbell defected in mid-2524, during Operation: TREBUCHET, after the commanding officer of the ship he was aboard, the UNSC Hyperion, ordered the destruction of several civilian transports fleeing from the embattled colony of Çatalhöyük, fearing that they might contain rebel forces escaping from the battle. This, along with the rapidly rising civilian casualties as a result of TREBUCHET, pushed him over the edge. He defected during a battle over the colony of Uruk, stealing a Pelican dropship loaded with supplies before linking up with a fleeing rebel ship. He would eventually come to head the URF's raiding forces, groups of small ships and commandos that would board ships and either steal their cargo or capture the ship itself. In 2535, he would lead one of these raids himself, resulting in the capture of the Hillsborough-class destroyer, the UNSC Confucius, renaming it the URF Hammurabi, which he would then make his flagship. After the end of the Human-Covenant War, Campbell would wind up losing faith in the Insurrection and would eventually leave to the Frontier, taking the Hammurabi with him. There, he would form the privateer group Campbell's Marauders, where he quickly gained a reputation of reliability and ruthlessness, taking contracts from anyone who could afford his fees, regardless of political affiliation or species. Over the course of the next few years, he would amass a large pirate fleet made up of a mixture of both human and Covenant ships, crewed by several different species, including former Covenant races.
