The Nuclear Regulatory Commission, or NRC, was a United States federal agency with oversight over nuclear technology and development. In concert with the NRC, defense contractor McLennan-Forster developed the Dobson Override, a device capable of remotely interfacing with U.S. nuclear power plants and powering them down in the event of a meltdown. Terrorist Habib Marwan, an employee at McLennan-Forster, stole the override and used it to cause meltdowns across the country, succeeding at the plant on San Gabriel Island, California.
