A county seat is a term for the administrative center for a county. It refers to the community in which the administrative offices are located. Each county in Michigan has a county seat. Not every county seat, however, is an incorporated community. Most notably, Atlanta and Mio are unincorporated communities which are county seats for Montmorency County and Oscoda County, respectively. Also, Midland, the county seat of Midland County, is not exclusive to its namesake. Rather, the city boundaries include land within neighboring Bay County.
