Orochi is mentally and legally insane and has both Delirium and Psychosis and thus his personality and psyche are affected greatly by this. He strangely however is conscious of every single one of his actions and thoughts even being insane, and in rare cases is able to recuperate his ability to work logically and not irrationally, he induces this state on himself or is induced by use of a special drug he created using his Devil Fruit, when using it his real personality surfaces that of a man who once worried about what he will do to the people he now loves, and troubled by everything his mind makes him do, which he calls "The Ghosts", these ghosts when he was young were much weaker but now in his prime can over rule every single one of his wishes and make him do it's binding.

Because of The Ghosts his real and original personality has been shifted into a complete numbness and absence of feeling to protect it from what he does without his logical acceptance, and thus The Ghosts Intentions now compromise the entirety of his personality. They constantly abuse the drug that allows Orochi to be more logical to make more and more useful chemicals on a whim, and because of his acceptance that he cannot in fact fight them back only agrees. The Ghosts are collectively amoral, they simply do not care for the good or bad of a situation, and because of this some of their acts may seem atrocious to normal people but the ghosts themselves do not care for it and will feel no remorse from any evil deed. However they do seem fascinated by how the universe work and have a whim to constantly see the effects of chemicals on things and how they work, indicating that to some extent they are a creation of Orochi himself and are not mystical in existence. However nothing else of Orochi's personality can be properly explained as his reaction to everything that's going on can shift from mildly amused to completely and utterly psychotic mental break down in literally a single word. The only person who seems to have a proper conversation with ever is his superior the tenryubito that put him to work in the World Goverment. Because of his behaviors the world government sometimes uses him to dispatch of threats they cannot do legally, and using the mental illness card they manage to escape even their own law and thus Orochi works as both a scientist and some form of hitmen for the WG.
