Hayes had appropriated the identity of a former brother-in-arms, Kevin McCann, and found work as a taxi cab driver, all to mask his activities creating a dirty bomb and planting it. Hayes sought to stir up anti-terrorist sentiment across the US, and provoke a devastating conflict with what he viewed as undesirables. To this end, Hayes had ensured that there would be a trail of evidence leading to Amir Alhabi, a one-time Syrian nuclear physicist who worked as a cabbie in New York, and even when captured and unmasked, Hayes had such devotion to his "cause" that he believed, without question, that no one would accept him as the responsible party, not when there was a "Middle Eastern terrorist" available to blame. He continued to enact in his endgame, during this even being responsible for trapping Castle and Beckett in a freezer, although they eventually rescued, and he was captured and taken into custody, refusing to tell them the solution to disarm his bomb. Despite Hayes not telling them how to deactivate the device, Castle was able to disarm the bomb by pulling out all the wires, which foiled his scheme, and he currently remains in custody.
