After weeks of revision, the Articles of the Confederacy were signed by all eleven members of the newly-created Separatist Council, lead by Count Dooku. Aditionally, the Articles of Secession were created, which would allow Republic member world to secede and join the Separatists. However, Dooku was, in secret, a Sith Lord, and his master, Darth Sidious, had been behind the creation of the CIS, through Dooku, secretly ruling the Separatists as the de facto leader, in order to succeed in his plans to destroy both the Republic, and the Jedi Order.
