Looking through the lists of categories I have found some subcategories that have contents not matching their parent categories. (e.g. The Ba Sing Se category contains the Dai Li, so Ba Sing Se shouldn't be inside the Settlements category). Trying to have parent categories relate to subcategories three or four or five levels down would be difficult and wouldn't make navigation any easier than it is currently. Besides, Wikipedia employs the same type of categorization system (e.g. "Domesticated animals" encompasses the subcategory "Dogs", which in turn encompasses the subcategory "Dog related professions and professionals"), and if it's effective there then I see no reason to deviate away from that format.
