Unbeknownst to him, Shard was indirectly and unintentionally responsible for the resurfacing of the Dead Rose Slasher (or rather, a copycat of the original killer), due to supplying redacted documents on the case for the reporter Bart Crowley, and Crowley realized the serial killer would revitalize his career. Originally, he and the MPD investigated the crimes of the killer and the identity of the killer, but his and NCIS's paths crossed with the second death in three years, when Special Agent Leroy Jethro Gibbs, as part of a favor from his barber, attempted to investigate and clear the name of a potential suspect (the barber's son, who was also former Navy). Shard was suspicious about NCIS getting involved in the case, as well as Gibbs keeping his involvement anonymous, so he attempted to glean their suspect, which he managed to discover due to his being able to read upside down (Ziva David had inadvertently had the file in the open, albeit upside down). He initially threatened to arrest Gibbs for keeping their suspect in interrogation, although he relented after the Chief of the MPD agreed to let NCIS see all their evidence to see whether the barber's son was indeed their suspect. A day later, they were able to clear NCIS's suspect via DNA testing from a rose, although they also discovered in the process that the "Dead Rose Slasher" had in fact been dead since at least a year prior, meaning the recent murders were done by a copycat. Both the MPD and NCIS eventually deduced the real person behind the recent killings, Bart Crowley and arrested him, also humiliating him in the process due to telling him the evidence and then arresting him during a live broadcast of the recent (and last) killing.
