While a player may train for flight at level 60 and even purchase a flying mount, players who have not purchased the Cataclysm expansion will not be able to mount in the old world. Note that you cannot fly in any of the Burning Crusade related Blood Elf or Draenei starting areas — Azuremyst Isle, Bloodmyst Isle, Eversong Woods, Ghostlands or the Isle of Quel'Danas, despite those areas being part of the old world.
