  • The Secret Police HQ is a building in Tropico 3 and Tropico 4. Unlike most buildings, it isn't so much built by construction workers as it is designated using the Secret Police edict. Once a building has been designated as the HQ, its original use is negated and the buildings statistics change to become the HQ's statistics. However, the secret agents will disguise themselves as employees of the original building, in order to enhance the façade.
