Her Imperial Majesty Queen-Tsarina Frances I & V, also briefly known as Arsinoe I Selene (born as Frances Brown on 1 May 1998), was the former co-ruler of the Kingdom of Wilcsland and the Tsardom of Orly with Declan I, II & V. Queen Frances was joint monarch with Declan I over the Kingdom of Moylurg between July and October 2009. She was appointed Empress of Deleckshum on 10 July and co-Queen of Moylurg on 11 September 2009. On 8 December 2010, Declan I declared Frances I to be his co-ruler in Orly, creating her Tsarina and granting her the style of Imperial Majesty.

Queen Frances was joint monarch with Declan I over the Kingdom of Moylurg between July and October 2009. She was appointed Empress of Deleckshum on 10 July and co-Queen of Moylurg on 11 September 2009. She left Moylurg in October 2009 - King Declan I decided that she could no longer rule because she was not in Moylurg anymore, and removed her from power on the 13th of that month. On 17 November 2010 she was re-enthroned as Queen-Regent of Wilcsland, a new incarnation of Moylug. She was declared Her Majesty Queen Frances I of Wilcsland, Autocrat of Wilcsland and Succsessor of the Chiefs. On 8 December 2010, Declan I declared Frances I to be his co-ruler in Orly, creating her Tsarina and granting her the style of Imperial Majesty. On 16 December 2010, Declan I was declared the Fifth Midget Master. Although there can only be one Midget Master at a time, that same month he granted Frances I the right to jointly use his ordinal of V (Midget Masters are numbered by the chonological order of their reign, not by how many of a certain name there have been), associating her with the title of Fifth Midget Master but not sharing with her the office and throne of the Midget Master itself. On 15 February 2011, after briefly assuming the regnal name of Arsinoe I Selene and the throne of Wilcsland began to claim the rank of Pharaoh, Frances was deposed by King Declan (known now in Wilcsland as Ptolemy I Helios) and replaced by his brother, Ptolemy II Alexander II.
