Not long after he was officially inaugurated into the position of Five-Star Military Commander, Woodes immediately proceeded to overhaul the entirety of the Task Force. One of the first things Woodes did was persuade Kong into granting the Five-Star Military Commander the authority to personally conscript operatives of the World Government into the Task Force. Afterward, he utilized his newfound authority to literally triple the number of regiments that the Task Force was constituted of. Due to the fact the he firmly believed inactive agents such as himself were far more loyal than inactive marines like the traitorous Itenka, Woodes made sure to prioritize conscripting from the Cipher Pols over conscripting from the Marines. Once he had succeeded in augmenting the quantity of his taskpersons, Woodes turned his attention towards improving the quality of his taskpersons. He incorporated the entirety of Rokushiki itself into the basic training regimen of his taskpersons, making it mandatory for each member of a Fireteam to be able to perform at least one of Rokushiki's six maneuvers. He also both made it mandatory for each member of a Special Forces Squad to be able to perform all six of Rokushiki's maneuvers and made Haki a mandatory skill for those who was ranked as a Five-Triangle Military Officer (Itsutsu-sankaku Bukan) or higher, ultimately resulting in Shinan's apprenticeship to Vice Admiral Rottweiler. Last but not least, Woodes reinstituted the Manhattan Project. Making the deployment of cybernetically reanimated corpses a staple of the Task Force.
