Colonel Madinov commanded the air base the Soviet Union established near Munich during World War III. In June 1951, he oversaw Boris Gribkov's mission to atom bomb Paris. He was upfront about the fact that he didn't want to destroy Paris, but made it clear that it was necessary for the war effort.
