In May 2154, two Augments, Malik and Saul, used such a vessel to lure a Klingon Bird-of-Prey into a trap, after disabling the shuttle's engines and life support systems. Upon detection of the vessel, the Klingons tractored the shuttle to the docking port and escorted the Augments off the craft. They were unable to contact the Klingon High Council before the ship was overtaken by the two Augments. (ENT: "Borderland")

They were unable to contact the Klingon High Council before the ship was overtaken by the two Augments. (ENT: "Borderland") There are no indications as to the shuttle's origins. However, it is reasonable to assume it was somehow procured by Arik Soong, indicating a vessel of Earth origin, or likewise, any of the mentioned (or unmentioned) species referenced above.
