| - State of 1980 from the UR perspective: Communist rebels ask for a peace agreement. This agreement had been offered by the UR for many years, then the UR militarized received other nations and destroyed the militants out of the nation. Further more, asked them for a treaty after they expelled them out of what was current UR territory (no Mod response). They received no response, thus the war continued into Bolivia and Southern Peru. The UR military battle hardened from its first war, increased in technology and soon overturns the overrun Bolivian state to liberate Bolivia (who, BTW, contributed no troops to the matter...stupid oppressed people). After further threats of expelling them from Peru, UR receives a message that the militants are willing to negotiate (Mod event). However, upon arrival in Sucre, no officials are there except for Bolivian (Lack of Mod responses of Brazil and Peru). Bolivia asked for its independence and after negation to keep a base in Santa Cruz the UR granted it, however, UR officials were very disappointed as they felt very forced into this outcome, as they believe the people in Santa Cruz, were closely matched with the people of Northern Argentina and Western and Northern Paraguay both in Culture and economically (by lack of mod reply) and the UR wished Bolivia to remain a multiparty state. Later Communist government rose to power in Peru (mod event). Again the UR proposed a split of Peru. While UR intelligence infiltrated the Peruvian gov, they found evidence of concentration/torture camp, and no response from Peruvian officials or government was immediately made. Thus UR invades Peru on a social and moral justice hunt to end the Communist reign and establish a true democracy. Thus, the most recent war was waged. NB: This is separate issue from UR stability which was damaged by a quitting Chile - who I didn't really want being Chile in the first place, and by a whacked up scenario that he created by editing a mod event and other shenanigans ... you get my point G greg e (talk) 01:31, May 15, 2013 (UTC) What the UR asked for then, and asks for now (in no particular order)
* Some for of Peru allied with the UR, thus the UR having seen that the Communists had retreated to Northern Peru, asked for Peru to be split, thus avoiding the Communist controlled country on the border issue again.
* Asked for the Pro-UR department of Bolivia of Santa Cruz to become a nation and join the UR, and for the rest of the nation to become a protectorate of the UR, and for Bolivia and Santa Cruz to be joined in a Bolivian Confederation to protect the rights of mother earth (something the whole UR is attempting to achieve) and their culture and trade.
* Bolivia is a special case as it is a multination state (it even says so in its name), plus parts of Santa Cruz have been pondering independence for years, think Texas in between USA and Mexico.
* Have Rio de Janeiro, Sao Paulo, and the southern provinces of Brazil join the UR .... an offer that was extended for many years, all three areas were built from the ground up and restored to their near previous stature thanks to UR forces and streamlining of the process. When the Brazilian government came onto the scene the UR hoped to establish relations and sort this out, but where ignored. Thus where we lie today. Brazil seemed to wish for a trade agreement, but again when the UR wished to speak ... no responses:(
* UR also wished for a base in Bolivia Santa Cruz, and a naval base close as possible to the North Atlantic (aka coast of Brazil)

* Protection
* Trade (UR currently trades with any of the three, thus painfully hurting their economies especially Santa Cruz, RdJ, and Sao Paulo.
* Stability - UR is one of the most stable countries due to its infrastructure, papacy and research - Space and Antarctica and San Salvador Mare being main examples, ...although my current score is flawed and has been protested for many years
* International recognition
* Entrance into the LAL (will be given to all sides that agree to this treaty)
* Democratic society where the people are protected
* religious and cultural diversity and freedom Counter offer Before we begin I'd like to point out that the militant Communist faction does not exist, and has not existed for some time. After Chile and Northern Argentina were liberated, the majority of the Communists settled back down, while some helped in a newly incited general revolt in Bolivia. You helped the Bolivian government retake control from the people, who wanted the current regime to end and be replaced by a more democratic one (so you actually helped an authoritarian, military rule government in power since the apocalypse). Peru was never Communist, it just has a popular Communist party (like OTL Netherlands, for example), as one of many parties. I realize there was some confusion and I should have been more clear. I was using the word "Communist" to describe both the rebel faction, and the peaceful politicians in Peru.
* Bolivia will release Santa Cruz as an independent nation.
* Santa Cruz may eventually become a protectorate state of the United Republics, if it wishes.
* The UR will control a joint military base in Santa Cruz and in northern Brazil (we have no jurisdiction in Trinidad).
* Peru, will remain a democratic, multiparty nation (like how it always was)
* Southern Brazil will remain Brazilian since Rio De Janeiro is one of their main cities and cultural hubs (it would be as if we asked for Córdoba or Buenos Aires).
* A trade agreement between Brazil and the UR
* Peru, Bolivia, and Brazil will join the LAL
* Peru will get rid of its camps (which, BTW, are probably anti-Communist, like the ones you had in Buenos Aires during the flip-floppity World Cup.) Honestly I think this was all a big misunderstanding, and after this your stability will be repaired slightly. Also, despite your high levels of research, culture, etc., your stability is so low because of your citizens' anti-war weariness, and your prolonged and numerous wars. You basically just fought the equivalent of the Vietnam War.

* Peru, Bolivia and Brazil renounce their alliance/coalition (whatever it was) against the UR, in exchange they are admitted in the LAL as observational members and will gain membership on April 1st 1984. Bolivia and Santa Cruz will be admitted immediately. The LAL will host this meeting in Cordoba as honor of the Treaty. Cordoba will become the center of politics for the LAL (Colombia approving).
* UR rescinds its invitations of Rio Grande de Sol, Rio de Janeiro, and Sao Paulo to join the UR since the Brazilian government is now considered fit to take care of its own people, in exchange Brazil and and the United Republics will have a joint Naval base in OTL Recife and the UR will have ownership and a joint UR-Brazil Base on the Archipelago of Trinidad and Martim Vaz (not Trinidad, the Caribbean nation)
* Santa Cruz is allowed its independence, will join the UR as a member state (face it - it's what its people would want). However, Bolivia and Santa Cruz will agree to an cultural alliance to protect each others culture, interests, and trade, this will be called the Bolivian Cultural Alliance.
* Borders of Santa Cruz: The Santa Cruz department (non-negotiable), plebiscites are promised to be held fairly in the provinces of Luis Calvo (Chuquisaca Department) (expected to join Santa Cruz), the whole Tarija department, and specifically the Gran Chaco (an autonomous province of Tarija Department) (expected to join Santa Cruz).
* The United Republics will assist in the rebuilding and improvement of Bolivian infrastructure and economy. The UR will also to look out for Bolivian interests and protect them against foreign invasion.
* The United Republics, Brazil, Santa Cruz, and Peru will officially sign into law the Rights of Mother Earth and attempt to respect these rights in every facet of daily diplomacy, just war, and research.
* The stability of the UR will improve.
* Peru, Bolivia, and the UR will launch an joint-investigation into the camps
* UR still wishes for Peru to be split as they do not want a Communist nation next to our borders

* UR proposes the split be along the northern border of the departments of Lima, Pasco, Junin, Cusco, and Madre de Dios.
* UR offers Bolivia the status of Protectorate
* Brazil and these nations support a new UN as the these nations have seen the affects of a not active enough UN.

* UR wishes to purchase the Brazilian territory of Amapa (not a state of Brazil until 1988) The final two are not a condition of this treaty.. please respond asap ! The opposite parties agree to everything except the crossed out sections. The UR is willing to accept these conditions, on the conditions that would still like the opportunity to buy those territories, (name a price), and if Peru is to remain in the OTL state, the UR can have a base and embassy in Lima. and lastly if the investigation finds a human rights issue on the camps in Peru, the UR retains the right to cut trade, ties, and void this treaty with Peru (with Bolivia and Brazil the treaty would still stand).
