Veil Tupolev was one of the many Russian mercenaries hired to kidnap Navy Lieutenant Emma Reynolds and her unborn child. Tupolev made himself known to NCIS Agents Leroy Jethro Gibbs and Anthony DiNozzo where he took Deputy Billy McCormick hostage, intending to trigger a prisoner exchange. Luckily, though, Agent Ziva David arrived at the last second and outnumbered three to one, Tupolev was forced to surrender with DiNozzo later learning from Ziva that the two missing index fingers on Tupolev's left hand meant that it is a ritual common in Russian prison gangs.
