The term was sometimes used to refer collectively to all these officers even in their absence (e.g., "the entire Consular Assembly will support this law"), but usually referred to a specific meeting of the group, held once annually. Though Consuls and Tribunes were required to make regular reports to Queen Rin Sakaros at her request, they met in person with her once a year, usually for around a week. At the Consular Assembly, Rin allowed them to voice their opinions on developments in the Empire, report any news they had not relayed by holocom, propose laws, and discuss major events of the day as a group. The Assembly was noted for being a very frank and honest meeting; members were expected to be respectful to their Queen, but also to speak with total candor on anything of concern to them. This allowed Rin to develop a more accurate feel for the situation "on the ground", since she herself was often busy with the concerns of the Empire as a whole. Aside from Consuls, Tribunes, and the Sovereign, Royal Executors and the Phoenix Prince also attended the Consular Assembly, and the Sovereign could invite anyone else she chose as guests. Rin Sakaros often brought in her financial and military leaders to make reports to the Assembly, as well as occasionally bringing in those she was considering for Consulships. Though the Sovereign and her Executors were attended by Royal Guards, they were not considered participants in the Assembly. The Consular Assembly was given the authority to confirm the Sovereign's appointment of the Phoenix Prince, Heir Apparent of the Empire, by simple majority vote. The Consular Assemblies of 141 and 142 ABY were not held, given the events of the Tribulation; Rin checked in with each of her Consuls by HoloNet and sent observers to planets of concern.
