Paul Donald Colby (Don, Donald Colby) was a drug "pusher". He sold dope to Victor Simms who in turn sold to Jefferson High School. He was witnessed selling dope to Simms in the Lytton City Park and arrested by Laura Watts. He was reluctant to cooperate but after persistant questioning, he told Sonny Bonds that he bought drugs from "Leroy Pierson". He gave his number and asked that his cooperation be noted for consideration by the court. He provided testimony concerning Bains' narcotics distribution network in return for a suspended sentence and five years probation.

During one year he moved to Steelton and ran a private business "Colby Imports" being under a witness protection program. Sonny Bonds found his phone and warned him but Colby did not seem happy to hear him and just commented that he is under protection. Bonds then notified Steelton Police Department to tap his phone. William Miller did so, and sent an unmarked unit over to check on him and he was found dead with a .32 cal hole in his head. However they traced one call from a phone booth in Burt Park.
