I think Paul found it one day, used him in a contest, he lost and then released Chimchar. But then Ash got mad about him releasing him just because he lost and Paul just let him have it because he didn't care. Above is correct, but Paul saw Chimchar as a weakling so he realeased him. I bet he regrets it now! I mean it's Monferno!
