Bilrach thinks it may be time to use some of the more unstable sides of his power, likely referencing to his portal magic. It seems there was still contact with the surface during this time. This much must be true as Astea Frostweb and Lexicus Runewright won't show up to Daemonheim for another 30 or so years from the time of this writing.
