Wally Dithers ran a "Centre for the Undecided" in the Emerald Hill Zone for people who couldn't make up their minds, promising to make them more assertive. However, when a group of Emerald Hill Folk arrived for help picking their New Year's resolutions, he used their indecisiveness to convince them to resolve to destroy Sonic the Hedgehog. When they hesitated, he accused them of cowardice and talked them into it. Dithers was last seen lying in the snow next to the destroyed tank, seeing stars.

A group of scatterbrained Emerald Hill folk came along to Dithers' inaugural meeting keen for Dithers to do the thinking for them. The hyena insisted they needed a strong New Year's resolution and told them to destroy Sonic the Hedgehog. Although they were initially against the idea, Dithers questioned their resolve and convinced them to go through with it.

However, when a group of Emerald Hill Folk arrived for help picking their New Year's resolutions, he used their indecisiveness to convince them to resolve to destroy Sonic the Hedgehog. When they hesitated, he accused them of cowardice and talked them into it. This was all part of a D.R.A.T. plot, and Dithers was working with the Grand Chief Whip to destroy the Control Centre that housed the Kintobor Computer. While Sonic was distracted by dealing with the mob of Emerald Hill Folk, Dithers and the Grand Chief Whip drove a tank up to the Control Centre in order to destroy it. However, Sonic saw through the ruse and rushed back to the village. Grand Chief Whip ordered Dithers to destroy Sonic using the tank's firepower, but Dithers couldn't decide whether to use the Proplasmic Energon Blaster or the Electrobolt Pulsar Pumper, giving Sonic enough time to destroy the tank completely. Dithers was last seen lying in the snow next to the destroyed tank, seeing stars.

Whip soon trusted him to carry out a mission in the Emerald Hill Zone. As part of the ploy, Dithers set up a "Centre for the Undecided", a community service that promised to make people more assertive. Later, whilst Sonic was busy evading the villagers, Dithers and the Grand Chief rolled towards the Control Centre in a weaponised tank, aiming to destroy the Freedom Fighters' base and the Kintobor Computer. The villains were too busy revelling in their premature victory to notice the return of Sonic. Dithers had the perfect chance to kill Sonic, but was unable to choose between a "proplasmic energon blaster" or the "electrobolt pulsar pumper". The decision was soon rendered invalid as Sonic smashed the tank.
