She was laid down as a Type C2-S-AJ3 ship named North Carolina (MC 1697) on 27 September 1944 by the North Carolina Shipbuilding Company, Wilmington, N.C.; launched on 23 November 1944 and renamed Union at the time of launching; sponsored by Mrs. William Olive Burgin; moved to the Bethlehem Shipbuilding Co. at Hoboken, N.J., to undergo conversion into an attack transport for use by the United States Navy; and commissioned on 25 April 1945, Comdr. Hartwell T. Doughty in command.
