HistoryText	Van Owen was a government investigator called in to examine the remains of Skizz's crashed spacecraft, and placed in charge of the subsequent inquiry by the 'special emergencies commission'. He was apparently originally from South Africa , where apartheid was still in place at the time the series Skizz was written, which may explain his grotesquely bigoted attitude. Van Owen was convinced that Skizz was the vanguard of an alien invasion, so he kidnapped him. He was thrown off Spaghetti Junction by Cornelius Cardew, whom he had unwisely attempted to kill.
