Virginia State Police Officer was a fake State Police Officer who in actuality was an unnamed terrorist who was also a member of Ari Haswari's second and final terrorist cell that was located in downtown Washington D.C. One of his distinctive features was his constantly wearing aviator sunglasses. The terrorist, under the guise of a Police Officer later emerged and during a staged routine traffic stop, killed Lts. Curtis Janssen and Dean Westfall by shooting the two sailors with a silenced gun.

| - Virginia State Police Officer was a fake State Police Officer who in actuality was an unnamed terrorist who was also a member of Ari Haswari's second and final terrorist cell that was located in downtown Washington D.C. One of his distinctive features was his constantly wearing aviator sunglasses. The terrorist, under the guise of a Police Officer later emerged and during a staged routine traffic stop, killed Lts. Curtis Janssen and Dean Westfall by shooting the two sailors with a silenced gun. Ari and his group later took Westfall's hands and then rigged a bomb underneath the car, intending to kill whoever investigated the scene. Thankfully, NCIS Special Agent Anthony DiNozzo stopped what was going on and due to his efforts, his colleagues Timothy McGee and Caitlin Todd got to safety although the bomb blew up, destroying the two bodies. The terrorist was later seen participating in the same gunfight against the Major Case Response Team and was also the one responsible for bringing the drone online and aiming at a locator beacon which was in a teddy bear that Ari had given to a little girl. Despite his attempts to bring the drone to its target, the terrorist was killed by Agents Leroy Jethro Gibbs and DiNozzo with Gibbs later destroying the controller by shooting it, causing it to crash into the sea and thereby ending the attack for good. Unfortunately, this victory for the NCIS team was short-lived as seconds later, they suffered a devastating tragedy when Kate died after Ari shot her in the head.
