Like Catalonia and Cantabria, Valencia was a Post-Hispania State which declared its independence after its dissatisfaction with the Government of Hispania boiled over into outright warfare. The Emperor Sergius quelled the violence in Hispania and started a new Government with the Emperor in direct control and the Governor as a rubber stamp.
