Community votes are also held for all requests for user rights, except for rollback users, as well as positions on the Standards Council. The following should be noted: * Once a vote opens, an administrator may add a notice for it to Community messages. If a user is concerned that a discussion is not gaining enough attention, they may also request a community message on the administrator noticeboard. * Voting will run for a maximum of two weeks. Voting is not a substitute for discussion. With the exception of specific discussions such as deletion votes and requests for user rights, voting may not be initiated until it is beyond reasonable doubt that further regular discussion will not yield a clear consensus. Even when a voting procedure is initiated, discussion can and should continue. The position taken by a user in a voting procedure may be challenged at any point.
