The Movement, founded by Thrak Fairax, the leader of the party Alliance for Democracy and Peace, an an agent of the Alliance to Restore the Republic, was created after protests against the tyranny of the Galactic Empire began. The Movement was led by many influential figures that represented the face of the protest. It gave a list of demands to the Imperial bureaucracy, though they were ignored. When the protests ended, the leadership was rounded up and executed.
