- A political action committee, or PAC, was a type of political organization that campaigned for or against candidates, ballot initiatives or specific legislation. The campaign laws of the Star Kingdom of Manticore imposed no limits on individual or corporate political contributions, but obligated that the sources of all contributions had to be a matter of public record. The Constitution guaranteed voters the right to know where campaign money came from, in what amounts, and what it was spent on. That information had to be provided by the giver as well as the receiver.

In the 1860s PD, the Conservative Association's PAC received illegal contributions from the Treadwell Yard, a major defense contractor, in exchange for the party's votes on certain appropriations bills.
